Whether either of those assumptions hold, though, is another question entirely.

Personally, I think the UK system was formed in a culture where government was seen as a necessary good, while in the US, the government has pretty much always seen as a barely-necessary evil. But that was a long time ago (longer in UK than US), and things have only gone downhill since then in both nations.
